"There is a need to decentralise our health system. Local bodies and panchayats, rather than the central government, should have control over government hospitals and primary healthcare centres. They should have the right to hire or fire a medical practitioner based on his performance," said Srinath Reddy, chairman of the Public Health Foundation India. Reddy said the country's health system should be brought into public domain by involving NGOs, activists and local bodies.

"If energy is not to become a constraint on our growth — the growth of India and the U.S. and the global economy as a whole, then a relatively rapid and significant shift to renewable and non-conventional energy sources becomes inevitable," Shyam Saran, Prime Minister Manmohan Singh's Special Envoy for Climate Change, said here on Tuesday. "Both climate change action and energy security dictate this," he said addressing members of the U.S. India Business Council, a trade association representing 300 of the largest U.S. companies investing in India and global Indian companies.

The major focus of the fifth CII-EXIM Bank Conclave on India-Africa Project Partnership is infrastructure development in Africa, and both sides are also seeking enhanced ties to beat the effect of the slowdown, the Confederation of Indian Industry (CII), one of the organisers of the event, said. The delegates from both sides will discuss projects worth over $12 billion during the three-day event. The fourth conclave, held in New Delhi in March 2008, had discussed projects worth over $10 billion.

The bank’s chairman Philip Hampton, who held consultations with the Reserve Bank of India (RBI), told media persons that the structure of the sale was yet to be finalised. He said that, as of now, only a preliminary information memorandum had been circulated after Morgan Stanley had been appointed as the advisor for the intended sale in eight countries in Asia Pacific, including India.
